UK mobile numbers start 07. Ofcom issues each 4-digit prefix to a specific network, and that register is below: 586 allocated mobile prefixes plus the 87 prefixes in the 070 personal range. First, the 070 trap

070 numbers are personal ‘follow me’ numbers that forward to another line. They look exactly like mobile numbers, and that look-alike quality is what missed-call scams trade on: you see a missed call, assume it's a mobile, and ring back a number that may cost you more than you expect. If an unknown 070 number calls you, let it go.
